Linda Chisholm B.A., MPA

Linda Chisholm is an Associate with de Romilly and de Romilly Ltd. 

Linda is a graduate of Dalhousie University, holding a Master’ degree in Public Administration.  She is a graduate of the Negotiation and Conflict Management Program, from Dalhousie University and she holds a Certificate in Advanced Mediation from Harvard Law School.  Linda is also a certified Change Management Specialist, having completed the PROSCI Change Management Program, from the PROSCI Change Management Center, PROSCI, Colorado, USA.

Linda has over 30 years of broad-based management experience within a government environment, including: overseeing the operations of an office; budget and business planning; policy and legislative analysis/review; research and preparation of comprehensive reports leading to systemic change; project management expertise and research and implementation of effective change management strategies.

Linda is a proven leader with excellent project management and organizational skills who is able to respond to challenges and opportunities with innovative yet practical solutions, including: building teams and harnessing optimal synergy from the team dynamic to achieve stated goals; ability to build consensus to move a strategic direction forward and to provide tangible results that are aligned to the strategic direction of the organization; and the commitment to manage through a diversity lens with an orientation that ensures individuals feel and are respected.

Linda is a trained mediator experienced in preventing disputes, resolving problems, reaching agreements, building partnerships and establishing and maintaining collaborative relationships with a successful track record in establishing positive partnerships with various municipal, provincial, and federal government departments and agencies and with several non-governmental organizations (NGO’s) and universities throughout Canada.

Successful recent project management experience includes:

  • Nova Scotia Department of Justice:  Project Manager retained by the Deputy Minister of Justice to research, scope and deliver an E-Probate (multi-year) Preservation and Modernization of Probate Records initiative.  

  • 211 Nova Scotia:  Project Manager retained by the newly created Agency executive to create and implement a Human Resource structure.

  • Halifax Regional Municipality (HRM), Nova Scotia:  Project Manager retained to aid in the restructure of Legal Services.

Successful past project management experience includes:

  • Creation of a Corporate Governance Structure:  Nova Scotia Deputy Minister’s Committee

  • Restructure of Pay and Benefits:  Nova Scotia Public Service Commission

  • Restructure of Evaluation and Audit:  Nova Scotia Public Service Commission

  • Oversight of a Study: Workplace Health Model:  Nova Scotia Public Service Commission

  • Implementation of Change Management Certification Program:  Nova Scotia Public Service Commission

  • Creation and Lead of HR Corporate Services:  Departments of Education, Tourism, Culture and Heritage and Office of Immigration

  • Creation of the Children’s Ombudsman:  Nova Scotia Provincial Ombudsman
